South Umpqua River Watershed Harvest Plan
Environmental Assessment and Draft Finding of No Significant Impact (FONSI)
The Roseburg District, Bureau of Land Management (BLM), South River Field Office has completed the environmental assessment (EA # OR-105-08-02) and Draft FONSI for the South Umpqua River Watershed Harvest Plan. The proposed timber management plan conforms to management direction of the Roseburg District Record of Decision and Resource Management Plan (ROD/RMP), approved June 2, 1995.
The South Umpqua River Watershed Harvest Plan EA analyzes two alternatives in detail, consisting of Alternative One, No Action, described on page 5, and Alternative two, The Proposed Action, described on pages 5 to 16. Under the Proposed Action, the BLM would authorize under multiple decisions the following actions: 236 acres of regeneration harvest in the General Forest Management Area; 897 acres of commercial thinning and density management in the General Forest Management Area, Connectivity/Diversity Blocks and Riparian Reserves; and 574 acres of density management in the Late-Successional Reserve.
The EA also considered, on pages 16 and 17, but did not analyze in detail an alternative that would have limited timber management exclusively to commercial thinning and density management, and one that proposed analyzing the effects of timber harvest on roadless values in the Coffee Creek unroaded area.
Copies of the EA and Draft FONSI are available for review at the Roseburg BLM District Office, 777 NW Garden Valley Blvd., Roseburg, OR. 97471 and at the Douglas County Library, 1409 NE Diamond Lake Blvd., Roseburg, OR. Written comments should be directed to Ralph Thomas at the Roseburg BLM District Office and must be received within thirty (30) days from the date of this notice to be considered in the final decision.
In keeping with Bureau of Land Management policy, the Roseburg District posts Environmental Assessments and Findings of No Significant Impact on the district web page under Plans & Projects at www.blm.gov/or/districts/roseburg, on the same day in which legal notice of availability for public review is published in The News-Review, Roseburg, Oregon. Individuals desiring a paper copy of the documents will be provided one upon request. Individuals able to access these documents on-line are encouraged to do so to help reduce paper consumption and administrative costs associated with copying and mailing.
Comments on the EA will be available for public review at the Roseburg District Office during regular business hours, 8:00 A.M. to 4:30 P.M., Monday through Friday, except holidays. Individuals may request confidentiality. Before including your address, phone number, e-mail address, or other personal identifying information in your comment be advised that your entire comment, including your personal identifying information, may be made publicly available at any time. While you can ask us in your comment to withhold from public review your personal identifying information, we cannot guarantee that we will be able to do so.
