Sutherlin Police: tasing “appropriate”

After reviewing an outside agency's report on a recent tasing incident that left a Sutherlin woman hospitalized, the Sutherlin Police Department concurs with the report's conclusion that the tasing was appropriate, Sutherlin police said Tuesday.

Department officials have reviewed the report that they asked the Douglas County Major Crimes Team to undertake after the Oct. 27 incident that took place on the 200 block of Taylor Road, according to a news release.

The report included statements from witnesses, photographs, video from a camera mounted on the Taser and statements from Sutherlin Police Officer Jay Huskey, who fired the Taser.

According to the news release, the department's review determined Huskey was confronted with a volatile situation involving an intoxicated subject when he responded to the scene at about 7:30 p.m. The review found the subject was being combative with her boyfriend and was covered in blood when Huskey arrived.

The review found the subject twice made aggressive moves toward Huskey before he deployed his Taser. Those actions, in conjunction with the information that was reasonably known to Huskey at the time, resulted in his decision to deploy the Taser, the news release said.

Sutherlin Police were not able to elaborate today, as only Police Chief Mike Mahler or a police sergeant could respond to questions and both were out because of the Veterans Day holiday, Sutherlin Police Officer Ben Woodward said.

Previously, Sutherlin police have identified the person who was tased as Erica Leif Price, 36, and her boyfriend as Ryan Robert Fulton, also 36.

Erica Price's daughter, Angela Price, 19, has denied police claims that Huskey had to use a Taser on her mother. Angela Price, who did not return a call for comment this morning, has claimed Fulton was at Angela Price's apartment that evening, where the incident took place, to help clean up her mother, who had possibly fallen earlier in the evening.

Angela Price also contends her mother made no aggressive moves toward Huskey and that Huskey stunned her mother when her mother was two to three feet from Huskey.

Angela Price contends Huskey told the family he used his Taser because he didn't want to get Erica Price's blood on himself.

Angela Price has said her mother cracked her skull and underwent brain surgery. Erica Price first was taken by ambulance to Mercy Medical Center in Roseburg and then flown by helicopter to Legacy Emanuel Medical Center in Portland.

This morning, a hospital spokeswoman said Erica Price has been discharged.

According to the news release, the Sutherlin Police Department has concluded its review of the incident and concurs with the Major Crimes Team's conclusion that Huskey's actions were appropriate and within department policy.

Huskey, who had been placed on paid administrative leave while the crimes team reviewed the incident, returned to work Nov. 3.
