Roseburg will grow by 185 acres to the north if the City Council approves an annexation proposal forwarded Monday night by the city's planning commission.
Some property owners in the four areas targeted for annexation weren't happy about the prospect of higher taxes and said so to planning commissioners at Monday night's public hearing. If the annexation goes through, it could bring in an estimated $165,000 in annual revenue to the city in 2012, said Marion Thompson, a senior planner for the city.
Thompson said the areas in question contain a large number of properties in which current or previous owners signed agreements to receive city water service in exchange for consent to future annexation. Some property owners on Monday said they thought the consent agreement was a way for the city to hold the water hostage in exchange for future taxes.
One area proposed for annexation is east of Northeast Stephens Street, between Northeast Meadow Avenue and Newton Creek at Northeast Vine Street. A second is south of Newton Creek Road at Northeast Carmen Street. Another is on Northeast Broad Street, north of Edenbower Boulevard/Stewart Parkway and west of Interstate 5. The fourth is northeast of Kenneth Ford Drive and Northeast Stephens Street.
