A Riddle man was arrested on Sunday at 6:40 a.m. for causing problems on Interstate 5 near Milepost 103.
Callers reported that Thomas Shuffield, 21, was walking near the fog line with his arm in traffic on the northbound side of the freeway.
An Oregon State Police report stated he threw a rock, striking a passing vehicle, and that vehicles were swerving out of their lanes to avoid striking him.
OSP Troopers contacted the man, who was intoxicated.
Shuffield denied any involvement with causing problems on the freeway.
He was lodged at the Douglas County Jail for reckless endangering.
