Joe was preceded in death by his parents, Harry P. Williams and Elizabeth G. Williams, two sisters, Dorothy Fries, and Anita Hossler, his oldest son, Richard L Williams, youngest son, Bryan E. Williams and granddaughter, Laura Jo Schulte (Williams). He is survived by his wife, Nellie I. Williams (Niemeyer), and three adult children - sons: Donald L. Williams and his wife, Peggy of Paradise, California, and David N. Williams of Roseburg, Oregon; daughter, Marlys J. Laspe and her husband, Bill of Roseburg, Oregon, and daughter-in-law, Karla Williams of Portland, Oregon. Joe was the proud grandfather of seven grandchildren, Jeremy Williams, Stacia Wilhite, James Williams, Laura Schulte (deceased), Greg Williams (Melissa), Jonathan Laspe, Beth-Anne Wasemiller (David), and five great grandchildren, Dyllan Wilhite, Belle Wilhite, JTTuckner, Cami Schulte and Carson Schulte.
Joe was born and raised in Baltimore, Maryland. He graduated from Takoma Academy in 1936. He obtained a B.S. degree from Columbia Union College. He then went to Loma Linda University School of Medicine and graduated with a degree in medicine in 1943. While at Loma Linda University, he met Nellie I. Niemeyer and they were married April 3,1941. He was called to serve his country, as an officer in the medical corps, during World War II. He proudly worked in a M.A.S.H unit in France. His unit survived the "Battle of the Bulge". While he was overseas his firstborn son was born and it was two years before he got to see him for the first time. Joe took his family and moved to Culbertson, Montana where there was an area of need for a physician. Later he moved to Phoenix, Arizona, where he practiced for twenty years. He moved to Oregon and practiced in Roseburg, Oregon, from 1978 to 1985, at which time he retired.
His greatest joys were his family and friends. He enjoyed being with his children, grandchildren and great-grandchildren. When he was able, he enjoyed playing tennis. He also enjoyed all aspects of photography, at one time having his own darkroom. A week before he passed away, he was scanning his slides into his computer. When he was in Arizona, he took his children boating on his day off. In Oregon, he took the family "jeeping". Joe had a very strong belief in God. He had a very close and personal relationship with his Savior Jesus Christ. He was a lifelong member of the Seventh-day Adventist Church. Joe is peacefully resting in his grave waiting for that great resurrection morning where he will hear the voice of Jesus call all those who have fallen asleep in Him!
