Basketball needs consistency!

Why are basketball fouls and violations such as traveling and palming the ball called one way at the junior high and junior varsity level and another way at varsity games?Basketball is one of the toughest games to officiate. The referees have the opportunity to blow their whistles every trip down the court. If they did that, however, it would seriously impair the flow of the game.
