Why doesn’t the Roseburg Police Department spend its time doing something worthwhile? It hires people to be pedestrians, in order to ticket someone who didn’t wait until the pedestrian was 100 percent out of the crosswalk. This may be the law, but it’s unnecessary and backs up traffic. Instead, officers could sit at the corner of Stewart Parkway and Garden Valley issuing tickets on almost every light change to people running red lights. I’ve written about this before.
