WINSTON — Police have identified a man who fell off a bicycle and died Saturday on Lookingglass Road near Northwest Safari Road as Rodney Steven Congdon, 60, of Roseburg. A relative called the Winston Police Department on Sunday afternoon to say the person might be Congdon. Police were able to identify the man by comparing Congdon’s photograph on file with the state Driver and Motor Vehicle Services Division. A positive identification was made later by a relative.
