ROSEBURG Man cited for cat urine smell A Roseburg man was issued a citation for creating an offensive odor Saturday because the smell of cat urine was coming from his motor home, police said. Mark James Scott, no age available, was parked in a business’ parking lot in the 2500 block of Northwest Stewart Parkway. The smell was strong enough to be offensive to people outside the motor home, police said. Police Sgt.
