DIXONVILLE — Five years ago, Robert Barry of Roseburg dreamed of building a retirement home on 20 rural acres in this community just east of Roseburg. The prospects for digging a productive well in Dixonville are poor, however. So Barry, like many other property owners there, paid $500 in 2007 to reserve the option of someday connecting to Roseburg’s water lines. Time passed, the economy slumped, and Barry, a 73-year-old retired business owner, postponed the house.
