WINSTON — Two newcomers are vying for a seat on the City Council, while an incumbent is seeking another term against a candidate who’s lost contact since filing to run. John Parker Jr., 33, and Fred Steiner, 65, are running in Ward One for a position held by Council President Ken McGinnis, who chose not to run for re-election.
