Sixty-eight cats that authorities say lived in squalid conditions and were neglected for many months were seized Thursday from a Roseburg residence. The owner of the house at 152 Scofield Ave. was arrested and taken to the Douglas County Jail. Peter Rudolf Rubin, 74, was booked on suspicion of first- and second-degree animal neglect and held in lieu of $8,750 bail.
