Sixty-eight neglected cats rescued from Roseburg house

Sixty-eight cats that authorities say lived in squalid conditions and were neglected for many months were seized Thursday from a Roseburg residence. The owner of the house at 152 Scofield Ave. was arrested and taken to the Douglas County Jail. Peter Rudolf Rubin, 74, was booked on suspicion of first- and second-degree animal neglect and held in lieu of $8,750 bail. Many of the cats, which were taken to the Saving Grace Pet Adoption Center in Winchester, suffered from respiratory problems and had eyes that were matted shut, sheriff’s spokesman Deputy Dwes Hutson said.
