The Christmas spirit will reign in downtown Roseburg this holiday season, at least when it comes to enforcing parking rules, according to a merchants’ group. The Downtown Roseburg Association has persuaded the City Council to drop Diamond Parking and let merchants oversee parking. The council voted unanimously Monday to make the switch beginning Nov. 1.
