A local school official who previously was finance director for the city was offered the job of manager by the Roseburg City Council on Monday. The council voted 6-2 to pick Lance Colley, the Roseburg School District’s chief operations officer for the past nine years. He had been with the city for the previous 19 years. Two councilors withheld their support because of concerns about how Colley interacted with parents over budget cutbacks that curtailed field trips for elementary students.
