A campaign to pave a rough parking lot next to the Roseburg National Cemetery enters a new phase Friday, with Rotarians selling raffle tickets to raise money. Private fundraising has picked up since the city learned in September it would not receive a state grant to pave, mark and landscape an 89-space lot. The city estimates the project will cost $190,000. The Roseburg Morning Rotary Club will begin selling $5 raffle tickets at a noon gathering Friday at the lot on West Harvard Avenue.
