Roseburg police reported arresting a man Thursday because he returned to Fred Meyer on Garden Valley Boulevard and resumed panhandling after being asked to leave. Todd Brian Johnston, 52, of Roseburg was cited and released on suspicion of second-degree criminal trespass. Police received a report that Johnston was harassing customers as he asked for money in front of the store. Police said they responded to the store after Johnston was asked to leave by store management, but returned a half hour later and refused to leave again. …
