The Roseburg School Board continues to grapple with a really tough decision — whether to ask voters to approve an $8 million bond levy to be paid back over five years. The levy would pay for building maintenance, new computers and textbooks — expenses that have been put off because the district has lost $12 million in funding over the past four years.
