Roseburg secondhand store owners aren’t in the mood to compromise on displaying their wares outside. Many of them asked the city Tuesday to abolish a rule that threatens to fine them if they persist in setting out merchandise to attract customers. About 35 store owners and managers met with city planners at the Public Safety Center to talk about the city’s recent move to enforce the rule.
