Roseburg council tosses out ban on displaying secondhand goods

Secondhand store owners should be allowed to display merchandise outdoors, as long as they keep the goods on their own property, Roseburg city councilors decided Monday. The council voted 7-1 to repeal a ban on outdoor displays that has been in place since 1994. Community Development Director Brian Davis said the rule received little attention until the city received a handful of complaints. The city responded in October by notifying all secondhand store owners that they needed to pull their merchandise indoors or face a fine.
