What began in 1992 as what some saw as a risky idea to raise money for Roseburg Rotary Club projects has become an annual pilgrimage for thousands who head for River Forks Park in search of some holiday spirit. The 20th Annual Festival of Lights opened its holiday season on Nov. 18 and will run through New Year’s Day.
