Douglas County Commissioner Joe Laurance’s has been fined for careless driving and two other traffic violations stemming from a September incident on Highway 42 west of Winston. Laurance pleaded no-contest to careless driving, passing in a no-passing zone and speeding. He made the pleas at the Douglas County Circuit Court offices on Oct. 15, several days ahead of a scheduled court hearing. Records of the disposition of the case became publicly available only recently.
