Douglas County has maintained services in the past six months, but only by dipping into reserves for the first time, Commissioner Susan Morgan said Wednesday during the annual state of the county address. Morgan, speaking at the commissioners’ weekly meeting, contrasted the county with its neighbors, Lane and Josephine counties, which due to budget shortfalls have closed sections of their jails and released inmates.
