About a dozen of Roseburg’s homeless residents toasted the New Year with sparkling cider inside a warming center at Unity Church on Winchester Street. It was a good start to the year, but the shelter will be closed most of this week. Limited resources means the shelter provides a refuge on only the coldest winter nights. The shelter was open Monday and Tuesday nights as temperatures dipped to 30 degrees, the threshold for opening the shelter.
