Oakland considers enlisting services of a judge

OAKLAND — The city is considering putting some teeth into laws forbidding stray dogs and other nuisances. The City Council was scheduled to meet at 2 this afternoon at City Hall to discuss whether to establish a municipal court. Currently, the city’s code enforcement officer, Tim Hart, can order residents to comply with leash laws, rules prohibiting overgrown vegetation and other nuisance regulations. But the city doesn’t have a court to enforce the orders, Mayor Bette Keehley said.
