OAKLAND — The city is considering putting some teeth into laws forbidding stray dogs and other nuisances. The City Council was scheduled to meet at 2 this afternoon at City Hall to discuss whether to establish a municipal court. Currently, the city’s code enforcement officer, Tim Hart, can order residents to comply with leash laws, rules prohibiting overgrown vegetation and other nuisance regulations.
