A man being released from the Douglas County Jail compounded his legal troubles by tearing up a citation and throwing it on the ground, Roseburg police said. Robert Dean Hamilton, a 55-year-old transient, received another citation for littering. Police say they contacted Hamilton on Saturday afternoon in the 1500 block of Southeast Stephens Street. Officers said they had received numerous complaints about Hamilton throwing his backpack at cars and walking in the road.
