Second applicant comes forward for vacant Roseburg City Council seat

By his own estimation, Josh Tibbetts “doesn’t have a snowball’s chance in you-know-where” of being appointed to the Roseburg City Council. But he will try anyway. Tibbetts, a stay-at-home dad and former restaurant owner, announced Wednesday he will seek to replace Councilor Melissa Smith in Ward 4. Smith resigned her seat last week because her husband accepted a job in Texas. Tibbetts’ application sets up something Roseburg didn’t have in the 2010 or 2012 elections — a contested City Council seat. A former councilor, Mike Baker, also has applied for the seat.
