A mid-morning power outage caused the lights to go out in downtown Roseburg and caused delays in delivery of today’s The News-Review. Power was disrupted for 5,700 Roseburg area customers at about 10:35 a.m., with power restored to most customers about an hour later. The Portland-based utility reported service to all addresses was restored by 11:57 a.m. The outage was caused by an equipment failure at a substation off Diamond Lake Boulevard.
