Former city councilor Mike Baker and community organizer Ashley Hicks were among five residents appointed to the city budget committee Monday. Also appointed to the budget committee Monday were Abacela winery salesman Quentin Clark, Roseburg High School teacher Ken Fazio and National Guardsman Nick Marshall. Marshall was elected to the City Council in 2010, but never took office after learning the Army bars active-duty soldiers from holding public office.
