I attended the Roseburg City Council Strategic Planning Session recently, watching and listening as councilors and staff worked together to find the most important issues that needed to be addressed over the next five years. Each contributed a list of goals, then, through popular vote, decided on the top six issues to help give direction to the city. Mayor Larry Rich even gave those in the audience the opportunity to suggest ideas. After the meeting, it occurred to me there was one issue that was not spoken of specifically by the council, but which ties all other issues together: transportation. …
