GREEN — A proposal to mine rocks on 65 acres south of Roseburg has drawn opposition from neighboring homeowners, who say they are worried about noise, dust, traffic and blasts. Joseph Leininger of Colorado Springs, Colo., and Code Family Partnership of Chicago are seeking a permit to mine and crush rocks at the east end of Speedway Road.
