Roseburg City Council seat attracts fourth applicant

A fourth applicant for a vacant Roseburg City Council seat emerged Monday, while another candidate orchestrated a show of support at the council’s regular meeting. Ron Looman, owner of R & L Paving in Roseburg, joined three others who are seeking appointment to the Ward 4 position recently vacated by Melissa Smith.
