A software problem at the Douglas County Jail led to an erroneous report that a woman arrested on suspicion of throwing a lit cigarette out the window of car was in custody for several drug offenses. While driving on Highway 42 near Winston in mid-December, Megan Rachelle Dickson, 20, of Eugene was stopped and cited for tossing the cigarette, a misdemeanor. She appeared in Douglas County Circuit Court on the charge for the first time Thursday, coincidently, the same day her older brother, Austin David Dickson, appeared in court on four charges, including heroin and methamphetamine possession.
