A software problem at the Douglas County Jail led to an erroneous report that a woman arrested on suspicion of throwing a lit cigarette out the window of car was in custody for several drug offenses. While driving on Highway 42 near Winston in mid-December, Megan Rachelle Dickson, 20, of Eugene was stopped and cited for tossing the cigarette, a misdemeanor.
