Douglas County judge calls case of animal neglect ‘horrific’

A Roseburg man who hoarded cats at his home on Scofield Avenue was ordered today to reimburse an animal shelter and barred from having a pet for five years. Peter Rudolf Rubin, 75, pleaded no contest to three counts of first-degree animal neglect and 30 counts of second-degree animal neglect. Both charges are misdemeanors. Douglas County Circuit Judge Ronald Poole sentenced Rubin to the nine days in jail he served immediately following his arrest. He will have to pay $4,213.90 in restitution to the Saving Grace Animal Shelter, which took care of dozens of sick animals seized from Rubin’s home …
