The city of Roseburg hired a consultant to study the benefits of extending Black Avenue to Goetz Street to improve traffic congestion. If approved, the city will need to acquire four homes from their owners.

The Black Avenue extension plan that could potentially take out four houses may have some alternative options.

A city-hired consulting firm submitted its analysis to the city of Roseburg late last month. City staff posted the report to its website Friday.

The analysis considers four alternative plans that range in estimated costs from $550,000 to $1.3 million. Each option considers different portions of streets in the Black Avenue area, so the city could decide to proceed with a combination of them or none at all.

Next up, city staff will meet with the consulting firm to make any final changes to the analysis. It’s not clear if or when the city council will discuss the Black Avenue improvements.

The city has been considering extending Black Avenue to Goetz Street so drivers can access a turn signal on Garden Valley Boulevard by Fred Meyer. The idea has been in the works since the city developed its 2014-18 capital improvement plan.

Staff hope the extension will alleviate traffic congestion in the area. The extension will allow drivers coming from the Garden Valley Shopping Center to access the signal so they can make a protected left turn onto Garden Valley Boulevard.

If the extension is granted, the city will need to acquire four homes, either by purchasing them from the owners or obtaining them through eminent domain.

The most expensive option includes the cost of extending the street and acquiring four properties. Engineers estimate the extension will cost at least $1 million. That price tag does not include storm and sewer improvements along Garden Valley Boulevard and Goetz Street.

The consulting firm said the extension would be most effective if the city also improves Goetz Street. That will cost an additional $250,000 and $500,000.

Overall, the four alternatives include:

• Alternative 1: Shopping Center to Estelle Street

The city could widen Black Avenue from the shopping center to Estelle Street, as well as add sidewalks and make storm and sewer improvements for an estimated $570,000.

• Alternative 2: Estelle Street to Crouch Street

The city could widen Black Avenue from Estelle Street to Crouch Street, as well as add sidewalks to the avenue and Crouch Street and make curb and piping improvements for $550,000.

• Alternative 3: Crouch Street to Goetz Street Extension

The city could extend Black Avenue from Crouch Street to Goetz Street for $1.3 million. That cost does not include storm and sewer improvements or extensions.

• Alternative 4: Dogwood Street

The city would widen Dogwood Street between Black Avenue and Garden Valley Boulevard, as well as widen and improve curbs and make significant changes to the storm and sewer system for $540,000.

The city is going to do what they want regardless of who gets the shaft. I feel sorry for the people they the city will displace. If the people that might get displaced want to sell at fair market value that is fine BUT if they don't want to sell the city is basically stealing! Why can't the city leave us alone and let us live our lives in peace?


Are you kidding me right now? Is the city really going to use imminent domain, essentially kicking out 4 families from their homes and using it to build a street that NO ONE will drive on (except for maybe the 4 families that use to have a reason to drive that way) .... what in the WORLD is this city thinking? WOW!
