The man who died after being struck by a pickup while walking across Northwest Garden Valley Boulevard on Sunday has been identified as 59-year-old Patrick Allan Stark. Roseburg police said Wednesday that the circumstances of the accident are still under investigation, but the driver, a 23-year-old Roseburg man, is not likely to be charged. The man was driving a 1985 Chevrolet pickup east in the 700 block of Garden Valley at 10:19 p.m. Sunday when Stark started across the road, heading north.
