Roseburg poised to annex two neighborhoods

Roseburg may annex two residential neighborhoods, making the city richer by more than 700 people and about $300,000.

The City Council will have public hearings Monday on annexing homes on 39 acres on and near Vine Street and homes on 157 acres on or near Parker Road.

Both neighborhoods are already surrounded by the city, isolated by previous annexations in its north section.

The neighborhoods have city water and would receive additional services, such as police and fire protection, if annexed, Community Development Director Brian Davis said today.

“It’s an increased level of urban services that they currently don’t have,” he said.

The city estimates that with current property values, the two annexations would increase city collections by $304,500 a year. The city estimates the two areas have a combined population of 771.

Under council policy, the city pursues annexations to eliminate pockets of unincorporated neighborhoods within the city limits.

The 39-acre Vine “island” is east of Northeast Stephens Street and west of Northeast Vine Street, south of Northpark Mobile Village and north of Northeast Meadow Avenue.

The total assessed value for the 120 single-family homes and 140 multi-family homes is $16.5 million.

The 157-acre Parker island is south of Newton Creek Road and centered on Parker Road. The total assessed value for the 60 single-family homes and 42 multi-family homes is $9.5 million.

The city says annexation would end confusion for firefighters and law enforcement. The neighborhoods are currently in Douglas County Fire District No. 2 and the sheriff’s office jurisdictions.

The city planning commission has recommended approving the annexations.

Some residents have written letters and attended planning commission meetings to protest. Complaints include higher property taxes and whether residents would actually see upgrades to infrastructure.

Davis said it’s unknown at this time what improvements would be done, but both neighborhoods would be considered for the city’s five-year capital improvement plan.

Northeast Parker Road resident Michelle Dozhier said her property taxes would increase by $400. She said the additional services wouldn’t be worth the money.

“If I have a fire, I am already taken care of, and if I have a police complaint the county would come,” Dozhier said. “I just don’t see how I am going to have any better access to service.”

If approved, the tax adjustment for the Vine annexation would go into effect in three years or sooner if property changes ownership, Davis said.

In the Parker area, the city plans to build a street and a water reservoir for two unoccupied properties that sit above the water table.

The public hearings will be at 7 p.m. in the council chambers at City Hall, 900 S.E. Douglas Ave. If approved, the ordinance would be up for first reading on Feb. 10.
