Letter: Animal Welfare laws too weak

Recently reported violations prove that the Oregon National Primate Research Center cannot meet even the most meager standards of care as required by the Animal Welfare Act. This is a piece of federal law that while putatively protecting animals, is actually so weak it allows animals to be poisoned, burned, cut open, deprived of food and water, deprived of pain relief, and killed. In fact, no experiment no matter how cruel is actually prohibited. The law does not even apply to upwards of 90 percent of animals unfortunate enough to find themselves confined in laboratories.
