ROSEBURG RV owner cited second time for cat urine smell A Roseburg man cited last month for creating an offensive odor from the smell of cat urine coming from his motor home was ticketed for the same offense Wednesday. The 1979 Travelcraft RV owned by Mark James Scott, 55, was discovered in the Legion Field parking lot at Stewart Park at 12:15 p.m. The strong smell of cat urine could be smelled from outside the motor home, Roseburg police said.
