Secondhand store owners should be allowed to display merchandise outdoors, as long as they keep the goods on their own property, Roseburg city councilors decided Monday. The council voted 7-1 to repeal a ban on outdoor displays that has been in place since 1994. Community Development Director Brian Davis said the rule received little attention until the city received a handful of complaints.
