Roseburg police have no plans to pursue charges against a 23-year-old man who shot himself during a routine traffic stop Friday evening. “Our main concern is for his mental health,” Detective Sgt. Joe Kaney said of the man, who shot himself once in each leg and once in the abdomen. Kaney said the man is not a suspect in criminal investigations for either violating a ban on discharging a weapon within city limits or unlawful use of a weapon, a state crime.
