Mildred Kanipe, a farmer, passed away in 1983, leaving her ranch to the public to be a county park. Mildred’s ranch had 1,100 acres of land. On this, there are pastures, creeks, rolling hills, orchards, forests, and an ostentation of peacocks.

So let me get this straight they have a park for dogs and they have a park for peacocks but they still can’t get the shelter they already been paid to do for the homeless huh?

I believe this is a separate entity, surviving on donations and not taxpayers input.
